The Residential Tenancies Act lists all of the obligations and rules that a landlord must follow. It is an offence for a landlord to not follow those rules.
Tenants can make a complaint to Service Alberta if their landlord is not following the rules. Service Alberta investigates complaints and if an offence has been committed, then a landlord could be warned, fined, or face a court appearance.
