Local authorities may enact bylaws requiring property to be kept to certain standards. For example, the City of Edmonton has enacted the Minimum Property Standards Bylaw that requires all rental properties to conform. It includes significant detail about items such as foundations, exterior walls, roofs, doors and windows, heating, ventilation, occupancy standards, and interior facilities such as bathrooms and kitchens. Complaints under the bylaw are made to the municipality, which may then enforce the bylaw. The penalty is either a fine to a maximum of $2,500 for every day of violation, or the municipality can carry out the repairs and charge the cost to the property as a debt due to the City, or charge the amount against the land as taxes owing.
